Corey recommends TUGA (https://www.carpro-us.com/wheels-trim/tuga-devil-special-wheel-cleaner-1l-34oz/).
Sonax Wheel Cleaner Plus and Sonax Full Effect are also effective wheel cleaners.
Once you get the wheels cleaned, coat them with Dlux and then you'll have to use only regular car wash solution/rinseless/waterless to clean them.

I’ve had good luck with the Sonax wheels cleaner over the years.

I have been using a magic black tire gel kit since I first owned a car and I think the quality is pretty good.

Average dirty wheels - Optimum Power Clean at 5:1....dirtier wheels - Optimum Power Clean at 3:1...super dirty - Griots Garage Heavy Duty Wheel cleaner. Coat them once clean, and you'll not need more than soap and water.
