I have not used Sonax in a very long time. I purchased a gallon of Clarify for like $30 from Autopia a long time ago so still using that gallon up.
It looks like there is some left over 3M adhesive. Was glue also used?

It does not need a topper if it is going to sit in the garage. Wait until the first wash and you can use any of those products.
You can do what is referred to as a 3 pH wash to perform a decontamination wash. This will remove any toppers on the coating.

I have not used Perl on leather. I have used CQ Leather 2.0 and it feels like the leather is unchanged. If your leather needs moisture I would stick with something like colourlock.
You want one or the other but not both. The coating needs to bond to the surface. Perl won't allow that to happen.

Give it a good wash with reset, eraser wipe down and then add the second layer.
The water through the foam cannon will dilute it even more. Try out the dilutions and play around with that.
CarPro MultiX would be an option.
You would be fine with either one. They both work fine on a nav screen.
I coat the trim once a year to keep it looking good. It will turn white over time and look splotchy. You can use reload.
Clean the trim, panel wipe and apply a fresh layer yearly.

That’s your source of the dust. Stop using it and you should notice little to no dust accumulation.

PPF can be polished. Something like Reflect or Essence will work just fine.
That is a high spot. Spot correcting will leave that one section darker. It would be best to polish the entire panel and re-coat.
Test spot with a polishing pad and see how it does before coating it. If that does not remove it you may need to step up to a more aggressive polish with a polishing pad.
Reset will neutralize the acidic nature of Descale. You are essentially doing a 3 pH wash.
This is what I would recommend.
Process for using
1)Foam Lift Presoak
2)Pressure wash Lift and as much dirt and other "stuff" off
3)Foam Descale and leave on the surface
4)Wash with Reset...
