What I see in the pictures is classic clear coat failure.
For me, it's not something I (as a detailer) would mess with.

There are a few factors to consider.
What color is the car?
Lighting is a big factor when polishing.
Are the swirls on top or under the coating?

I have a 5" backing plate on all my machines.
I only have 5" pads so it makes it easy.

Like I always say " Every paint is different." A test spot is key to determining what works best on the paint you are working on.
M110 is not a super heavy curtting compound...for the most part...
