Not flashing off ????

Ok so the date on this is 24-01-17 and the expire date 23-01-18

opened bottle 2 days ago....

Does not want to dry/flash off at all !!!!

is this no good ?? what gives ??

should I be getting my $$$ back from supplier

about 7C and 85% humidity that being said I also poured a sample out in my house and it still didn't flash,bottle expires 01-2018
