Polishing issues

First time on this forum, but my problem is with car polish. I use Meguiars ultimate compound on my 2017 dark gray mustang.

I guess I have several questions about polish

1.) whenever I use the polish it streaks extremely badly (I use wax too so I guess it could be taking a layer of it off and streaking it?)

2.) Do you use it every time before you wax to remove any old wax/remaining grime stuck after wash and clay bar? And if so do you apply it to the entire car? If it's abrasive isn't that bad to use it over and over?

3.) I've read it helps reduce scratches appearance because it's a light abrasive, but I have extremely tiny scratches that don't go away even after use. Am I applying/thinking of the wrong thing to use on fine scratches?

Sorry if some of these questions are stupid, I just want to see what I'm doing wrong. And my apologies if these questions have been answered elsewhere, I've looked around and haven't found clear cut answers. Thank for you any help!

Basically there are two products, compounds for removing swirls and fine scratches and polish to remove hazing from the compound and increase clarity and gloss.

Megs Ultimate Compound and Ultimate Polish are consumer products loaded with lots of polishing oils.
Remove all compound and polish before applying any Last Step Product (LSP) Wax, sealant, coating etc.

1) I recommend using Carpro Eraser with quality microfiber towels CarPro 2 Face (No Lint) 16" x 16" - Orange to remove any remaining polishing oils.

2) No, If I am using a wax or sealant. I wash strip off the old LSP before reapplying LSP. (BTW - Megs Ultimate wax IS a sealant there is no wax in it)

3) I only "clay" once (or maybe twice) a year. Clay is an abrasive and it may cause fine scratches in the paint. I prefer a decon towel and Immolube.
You may be correct, you are probably using the wrong approach for swirl removal. What clay, machine, pads, products, towels are you using?

I will be glad to suggest a few products carried by Sky's the Limit Car Care to eliminate the fine scratches and help you obtain that elusive "Wet Look".
