unable to upload profile pictures

I am unable to upload picture as my signature picture. please help. I used a gif image and png image, but both failed to upload.

There is a file size restriction
Note: The maximum size of your custom image is 5,000 by 1,000 pixels or 97.7 KB (whichever is smaller).

There may also be a post count requirement.
Possibly after you reach post count 10.
